Abstract: "During the past 2 years, the international press has been bringing its readers' attention to a new crime phenomenon - Internet fraud or computer crime. This media attention has indeed forced governments, law enforcement agencies and regulators to re-evaluate their assessment of the need for stringent control of fraud in the financial markets. In terms of government responses and regulatory initiatives, a difficult balance needs to be struck between regulating electronic markets, to protect the e-consumer, but not to the extent that commercial growth is stunted."
